Not certain what you mean when you write that "the control panel
icon is missing". But if you mean that the item has been removed
from the Start Menu, then...
To show the Control Panel on the Start menu:
- Right-click the Start button, and then click Properties.
- On the Start Menu tab, click Start menu, and then click
Customize.
- On the Advanced tab, under Start menu items, then Control
Panel, select click Display as a link or Display as a menu, and
then click OK twice.
