c:\$Secure - file or directory corrupt! How do I fix it?

WinXP Pro: I am getting an application popup error indicating that the file
or directory c:\$Secure is corrupt and that I need to run chkdsk. Chkdsk
does not work! Can anyone help me? What is c:\$Secure? Is it a hidden system
share? The system will not let me md c:\$Secure "Access denied", and it will
not let you cd c:\$Secure. I would appreciate any help or suggestions. The
error is occurring more and more frequent - when I run programs, save files,
exit programs, etc.
