Did you look into RSP OGG Vorbis Player... incase you are wanting only a
player.

Thanks but i don't need a player, i need to encode a wav file into an ogg

A much belated reply but as I recently looked for a managed code implementation of an Ogg Vorbis encoding library and couldn't find one, I wrote it.
