C$ Administrative Share is disabled every minute

I have a Win2000 Server withAutoShareServer/Wks set with DWORD=1
But at every minute (sometimes less) the C$ disappears!

I´ve monitored with Filemon/Regmon and i can´t figure out wich processes
could be used to disable the C$ share (ADMIN$ is OK and E$ disappears too)

I´ve tried to rename, net.exe, net1.exe, cmd.exe and the problem is there...
I have InoculateIT and MS AntiPyware and SpyBOT on the network

If you cannot work out what rogue process deletes this
value then you can at least lock it in place by running
regedt32.exe and restricting access to it.
 
The registry is not being deleted, only the C$
