Bytes sent and received

I have a win2k SP4 RRAS server with 3 modems. I have the
maximum logging turned on and my question is about Event
ID 20048. Sometimes it shows the bytes sent and recieved
as 0 and other times it actually shows a number. I have
confirmed that my people are moving data. Is this a
modem issue? Is it a bug? Do I have a bigger issue?
Does anyone know why it sometimes logs the ammount of
data moved and other times it doesn't?
