buttons, fonts, layout broken

Everytime I open up my Internet Explorer, all the buttons are large with
large fonts, pictures are out of place, words lay on each other. I have
checked my Accessibility functions inside IE as well as outside it
(Accessories>Accessibility). I have restored my default settings,
re-installed IE (reinstalled over top of itself), and even upgraded the
operating system from Win2K to WinXP Pro. I have a linked a picture of what
msn.com looks like in my browser. Any help would be appreciated.

Oh yeah, and I also changed font sizes under the View as well. Doing that
just makes the mess look bigger or smaller.

You've checked these settings?
Internet Options> General> Accessibility. For most users, nothing should be
checked.

Control Panel> Accessibility Options> Display. Make sure that High Contrast
is not checked. Also click on Settings and uncheck Use Shortcut. That will
disable the Alt+Shift+Print Screen shortcut to High Contrast.

Can you change the text size from IE> View> Text Size?

Yes, I did all of that already with the help of some of the other posts. I
can't fathom that it can't be fixed without a clean install, heh. Maybe my
next move is to uninstall the video card and reinstall it. I'll try that
next I guess. Any other ideas?
