Business Day Based Recurring Events

Is it possible to schedule a recurring event on the second to last business
date of the month? I couldn't find anything in the standard options and I'm
open to any solutions including VBA.
 
Thanks, I'll give those a shot. You would think Microsoft would have included
such a simple functionality, seems like it would be useful for many.
