business contact manager

How do you activate the business contact manager? My laptop came with the
Outlook 2003 along with the 2nd CD containing bcm. I reinstalled bcm but do
not see the business tools nor do I see the quick access to bcm under help.
I checked to see if bcm was disabled but it is not.

Can you help me out?

Or add - a BCM Database- from Datafile Management
