Business contact manager won't load to a 2nd user on my notebook

I have two users on my notebook. I have loaded Office 2003 via my user
screen to the laptop and then loaded Business Contact Manager, however, the
second user does not have the BCM tool bar nor does it reflect the features
of BCM while mine does. I've tried reloading it in his user screen, but to
no avail. I'd appreciate any assistance/suggestions.
 
Check if the BCM tool bar is present under help > about Microsoft > Disabled
items and enable it

I had gotten this same direction from an IT specialist yesterday and that
solution resolved the problem. Brilliant!!
