I've tried both using prepared, non-Powerpoint templates/software for
normal-sized CD labels (e.g. Avery labels and templates -- see
www.avery.com) as well as making my own templates in PowerPoint or
Illustrator for label sheets. There are pros and cons to each method.
I have not yet done any biz-card sized CD labels.
That said, I suggest finding some suppliers who offer templates AND
software AND blank labels in one kit. The presumption here is that the
templates and software will match the precut layout of the label
sheet, saving you the hassle of tweaking your home-made PPT template
until your designs fit the labels on the sheet just right.

If you already have the CD label sheets but no labeling software or
templates, it's time to pull out the old t-square and make your own
template. Or scan a marked up label sheet, set that as your background
in PPT, and put your designs on top. But if you know the label
supplier, you might be able to download their proper template or
software for free.
There are no "standard" templates for CD label sheets because, as
you'll see from the links above, different suppliers arrange the
labels on the sheet differently.
