Windows XP does not have a built-in capacity to burn DVDs, you will
need to instal a third party application such as Nero, Roxio, or Look
at CDBurnerXP Pro (http://www.cdburnerxp.se/) it is free and burns cds
and DVDs (not dual layer ones yet).

What burning software are you trying to use? Windows XP cannot burn DVDs
natively.

As others have said, what burning software are you using?

Also, what is the format of the movie you are trying to burn?

iso, img, vob, etc?
