Burner Rights Newbie Question

Sorry if this has been done before.

I have a PC set up for an Administrator and a user in win 2000. In admin, I
can use Nero, but once I switch to the user admin it only allows me to
create an image. Windows tells the user to apply to the administrator for
access to the burner but no matter what settings I try, the user cannot get
rights to use the burner.

I really am stuck and woudl appreciate some advice as I am not a trained
admin. I just want the user to be able to burn backup discs.

Nero has a prog specifically for this on their site
