Burner drive opens an empty folder

I run XP home and have dual drives, a cd-rom drive and a cd-rw drive.
Recently the cd-rw drive quit recognizing cds. If I have no cd in the burner
drive and I double click on the drive letter (E) in "My Computer", instead
of an error message saying "please insert a disk into drive E", an empty
folder opens up.

There is nothing in the temp burner folder and according to the device
manager, there are no issues there. I've read many posts and went to
Microsoft support, but none of the suggestions worked.

Can anyone tell me what would cause this and what I could do to fix this?

As far as I know, you can open this drive and copy files
into it to to burn onto a blank CD even if you dont have a
CD-R disk in the drive . If you put files into this drive
and do not burn them to disk, they will stay there until
you burn or empty the folder, they is a prompt on the menu
on the left hand side (I think).
It isnt a problem with the computer.

My burner drive at work will not allow that. If there is no cd in the tray,
I get the error message. Both computers use XP. Why wouldn't both computers
react the same to a double-click on an empty CD drive?
