burn DVD VIDEO MOVIE form VOB files on hdd?

Is there a free dvd video burner for windows? I know I can burn just vob
files on DVD-R using Burn For Free but that doesn't work on standalone
players. It's ok for viewing on PC's but not on real dvd players.

Any suggestions? Is Ahead Nero only solution?
