How can I add Bullets & Numbering into a cell in
excel. Any ideas would be appreciated?

You could use two or more columns, with bullets in the leftmost column
implemented by typing in one character, then changing the typeface to Wingdings
or Monotype Sorts or similar. Use the CharMap applet to find the symbol(s) you
want.
Use the next column (2nd from left) to enter numbers. This is what Excel was
made for.
Then enter text in the remaining columns to the right.
If you mean you want to add a bulletted/numbered list to a single cell, it's a
pain to do so in Excel because Excel provides no tools to do so automatically.
You can format individual characters as Wingdings, Monotype Sorts or whatever,
type in numbers and text, enter newlines with the [Alt]+[Enter] key combination,
and use spaces to align bullets, numbers and text on different lines within the
cell, but it'd be an entirely manual process.
You'd be better off doing this in Word, the selecting what you want and pasting
it as an embedded object into Excel.
