Short answer - because Word thinks this is the first item of a new list, so
there are no earlier items to continue from, nor any need to restart the
numbering (since this is already the start item).
If the reason you are asking is because you have got items which you believe
*ought* to be part of the same list, but can't connect/disconnect in this
way, you are a victim of the whims of Word's direct format Bullets and
Numbering - the items have been numbered using different list templates, and
all you can do is start again. To get any real control and consistent
results, you'll really need to use styles to apply numbering.
