Bulk mailing are not received by all

I'm using Outlook 2000 IMO SP3 under Win XP Pro with a cable ISP. We publish
a weekly bulletin, which is my responsibility to send to about 35 people.
When I send to a group that is shown on the "send" line, apparently everyone
receives it properly. Recently, I've been sending it to the BCC: field, and
have had reports from a couple of people that they haven't received it. I
don't get anything bounced back and they don't trap anything in a
'spamtrap', etc.

At this point, I don't know where to turn to clear the problem; the program,
my ISP or theirs?

If this was working before when you put the group on the To: line, it sounds
like some server along the path to some users thinks the mail is spam and
rejects it. Do you have anything in the To: field when you send with the
group in Bcc:? If not, you might try putting your own name in the To:
field - a recipient in the To: or Cc: fields is required by Internet
standards, so a server might just reject mail without if one of those fields
is not filled in.
 
Are you putting your own email address in the TO: field? I would do that, if
you aren't...
