Build custom ribbon in Outlook 2007

Is there a way to build a custom ribbon in Outlook 2007 without purchasing
Visual Basic or C# apps? I searched the Internet and could only find a
reference that using Visual Basic or C# in the Visual Studio 2005 suite is
needed for the add-in. Further, Visual Basic Express does not have all of
the features needed and therefore it could not be used. Can a ribbon be
built without spending $ for these apps?
 
The only way to work with the ribbon in Outlook 2007 is with a COM addin.
What language you use doesn't matter as long as it can create a COM addin
for Outlook.
 
Thanks Ken...I appreciate the feedback. Do you know of any COM add in apps
that are freeware?
 
What do you mean by COM addin apps that are freeware? Are you looking for
free COM addins or a free development language? I know of no development
language that can be used to develop COM addins that is free, but I don't
know every language out there.
