This little app disables three exploits that are commonly used by
browser hijackers (including CWS), thus protecting you from infection.
This does not remove an existing infection! Applicable to everyone that

I got the same error when I tried
Change the URL from
http://www.spywareinfo.com/~merijn/files/BugOff.exe
to
http://www.spywareinfo.com/~merijn/files/BugOff.zip
