Bug - To re-activate a blocked startup program

I blocked two startup programs in the Advanced Tools-
System Explorers-Startup Programs window. A list header
appeared in the Startup Programs list but no list items
below it. After restarting the application the list
header did not appeared. To re-activete these blocked
programs I have tried to follow the instructions
described in Restoring a Disabled Item (Blocked Event)
but they do not make sense. Can anyone advice?

Same thing happened to me. The program will allow you to
de-activate an item but it won't allow you to re-activate
it. I thought it was just something with my system but I
guess not.
