BUG: Popups scroll on by

I put my Windows Toolbar on the left side of my screen.
The pop-up windows the scan tool uses to notify my of
unsafe activity scroll from the bottom to top of screen
without stopping because they don't have a tool bar
to "land" on.

This is an annoying bug because I have to move my toolbar
every time I want to 'catch' a warning.
