I have the same problem.. My Taskbar is down the right hand side of
the screen. If I move the Taskbar back to the bottom of the screen it
seems to resolve the problem.

Only a little bug, but quite an amusing one as you try to read the
message as it fly's off the top of the screen.
I was having a great deal of difficulty with this as well. I also have my
taskbar on the right hand side. I tried left clicking on the pop-up as it
flew by but couldn't hit the "allow" button. I found that right clicking
caused it to stop.
This is a bug which is evidenced if your taskbar is not at the bottom of the
window.
