When explorer.exe is forced quit (or crashes) and then
restarted (by doing Task Manager/File/Run/Explorer.exe),
the Microsoft Antispyware system tray icon does not
recreate itself like most of the other system tray icons
do.

Give this a try:
You can repair Windows AntiSpyware using Add or Remove Programs in Control
Panel. Click Microsoft AntiSpyware and click Change. Click Next, and then
click Update.

I won't call it a bug since msas is still running behind the scene :-)
I'd rather call it a feature, that is, when something is messing, MSAS takes
cover and duck somewhere to avoid
being a target

reboot and all is well
