Bug found

When installing Quake III Arena, the install is stuck untill I disable
Microsoft Anti-Spyware.

Sleepless in Seattle

Neat but probably NOT a bug. I assume the install contains something that
the real time protect is designed to prevent.

Then I should have been notified by the program, or asked if I wanted to
allow whatever it was that it didn't like. Instead, the install program just
sat there for 5 minutes until I disabled Microsoft Anti-Spyware, then the
install proceeded as usual.
