Browsing Problems

I am having problems accessing some web pages. My ISP has given me the details on setting up LAN settings. However, under the Connection tab on Internet Properties, going to LAN settings, the address and port boxes are greyed out so I cannot enter the details. I have tried to reinstall Explorer but without success. Any suggestions?

The address and port boxes are greyed out until you check the checkbox,
"Use a proxy server for your LAN....". Is that what's happening?
