I need to open many URLs to display on wall boards. Can I set up to scroll

Yes, you can do that by create a batch file. quoted from

How to run IE from command line
In some case, you may want to open the Internet Explorer from a batch file.
To add this, add a command line like this: explorer
http://www.howtonetworking.com to the batch file.
