Browsing "broken"

I just promoted a Member Server to a new AD DC the second
in the Org. Browsing is now randomly "broken" I have
applied all the SP's and Sec Updates via Windows Update.
below is the error I recieve when trying to browse via
network neighborhood:

(domain name) is not accessible
The list of servers for this workgroup is not currently
available

I can get to machines via \\servername, but all dialog
box network access is broken.

Please help me out.
