Browser won't open useful pop-up windows, certain links produce no

I am working from home and using Webmail for my client. I realized the
problem when trying to reply or forward an email and no window would come up
when I clicked the button for this function. I thought it was webmail at
first, but then noticed this is happening on many sites.

I turned off pop up blocker in options and in the yahoo toolbar. It still
does not work, may I mis-diagnosed. I wouldn't mind keeping the blocker on
if I knew how to allow certain sites to work.

Please help.
 
First open any old webpage, right-click on any link, and choose Open In New
Window. If IE freezes when you do this, then these fixes might work for you:

First, go to Tools -> Internet Options -> Advanced.
Uncheck "Reuse windows for launching shortcuts".

If it still happens, check to see if you have Internet Explorer security
patch number KB873377 installed. If you do, uninstall it and ignore any
messages you get stating that other patches may not function correctly.
