Try the following and see if it helps:
To restore your Toolbar, right click the mouse button on any open area of
the Toolbar. You should see a list of tool bars, click on Standard Buttons
and see if this restores your toolbar.
If that does not work, then try the following:
Reset IE Toolbars
http://toolbar.google.com/fixmenu
Restore Default Toolbars

Type this command in the RUN box, and press Enter:
Rundll32 Iedkcs32.dll,BrandCleanInstallStubs
The Windows Update menu text and it's corresponding URL is reset to factory
defaults.
