Browser opens to large or off center

When the IE browser opens up maximized the window is larger than my
window screen. The window has to be minimized in orger to be able to
exit using the X in the upper right hand corner.

If the brower is opened minimized, it opens off center to the right
just far enough that you can't see the X in the upper right corner.

How do I fix this?

Symptom: IE opens a maximized window shifted down and to the right.

Remove any 'Auto-hide' option for the Windows taskbar and while the window
is maximized, resize the taskbar then return it to the desired size. This is
to try to make Windows re-calculate the window size and boundaries.

If no joy, run regedit and remove these registry key values:

HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Main\window_placement

HKEY_CURRENT_USER\Software\Microsoft\Internet
Explorer\Desktop\OldWorkAreas\OldWorkAreaRects

Then reboot.

In addition to Frank's fix check your assumption.
There are other ways to close windows than using your mouse
to click its top right X-box. E.g.:

1. Doubleclick on the top left corner of a window
2. Use Alt-Space,C
3. Use right-click on a window's Task bar icon
4. Etc.
