browser offline all the time

How come my IE browser always off-lined and could be
activated online again when I used another browser like
Mozilla? Any guru help will be appreciated.

Open Control Panel > Internet Options > Connections "Tab" >
Check "Never Dial a Connection" see if that works.
Repeat these: "Dial Whenever a Network Connection is not present".
"Always Dial my Default Connection"

Please report back your findings.
