Browser not restoring correctly

All of a sudden the other day whenever I open a browser
window it does not restore correctly. It will maximize
and fill the whole screen but when I try to restore and
reduce the size all I get is the top bar with the title
and the rest of the box is gone. It's like what happens
on a Mac when you reduce the window. I down loaded the
latest version of internet explorer and it did not fix the
problem.

That top bar is actually a window.
Open such a window.
Don't use the maximize button.
Stretch the edges/corners so that the window fills the screen.
Close all other IE windows.
Close the stretched window.
