BROWSER DOESNT WORK AFTER UPGRADE

i upgraded from win98 to win98se and now the browser ie6
doesnt work. i use cable modem and have checked it and
it works fine. i have reinstalled win98se and ie6 but i
still cannot access the internet. any ideas?
