Browseing problems

When I start IE it starts to download my start page, then
changes to this: //C:\Windows\system\shdoclc.dll. This
happens every time, even when I click a link from email.
Any suggestions?

that happens to me too but it only happens when a page
cannot be displayed, it keeps refreshing
