broken contacts folder

I have a Vista SP2 machine in which the user deleted the contacts folder,
after this, windows mail broke completely.

how do i regenerate this special folder?, i don't care about restoring the
contacts themselves.

no, it's not on recyle, the folder isn't restored after restarts and the
tutorial didn't work. The folder is not "moved" or in other location, it
just vanished and it doesn't recreate or work at all :S

any other ideas?
