Broke network windows 2000 internet access

Hi all,
I have a windows 2000 professional networking
on my little workshop.
It should be there are some account that can't
access the internet,but in fact that account do
can access the internet.How they do that?How to
prevent it.

Is that for preven the illegal connection or make a connnection
