Does a Windows 2000 Server that is a Domain controller (operations master),
DHCP server, WINS server, DNS server and IAS server generate broadcast
traffic when it is rebooted?
 
Yes it does. It will broadcast (to the limited subnet broadcast address)
Node Status queries, Node Status Registration requests, Browser Host
Announcements and Elections and netlogon traffic
