broadband too slow

I'm payiing for a 3M connection but my bandwith is only
111K. The cable service man said it is not any of their
equipment and it must be my pc how can I find out what is
slowing me down???

Depending on your system: Start>Run>Winipcfg>ok>release>renew>OK out. For
this you must know the details of your system. For that you will look into
Control Panel>Network>configuration tab> TCP/IP>properties. Ask for help
from your ISP/Broadband provider as to what you should have listed in there.
Otherwise "Google".
