broadband but want a password

I would like to have my broadband connection on all the time, but make it so
users have to type in a password to access the internet & outlook. Can I do
this with XP?

I have a Media Center 2005 PC, and so I would like Media Center to be able
to freely access the Internet whenever it needs to. However, I also have
three kids, and don't want them accessing the internet without at least some
basic supervision (ie us knowing when they go on the internet, because they
have to ask us to type in the password).

At the moment, I have it so the Broadband connection is not connected, but
when any application tries to connect, it bring up the dial-up
username/password box. This works well forthe kids and the internet, but is
poor for media center, when it tries to download the EPG or music/dvd art.

Any ideas how I secure normal user connection to the internet?

I can only think of programs like net nanny and cyber patrol. Although I
have absolutely no experience of using them or if they can even restrict
program access. You would have to look into it.

Wouldn't it be easier to give the kids a separate PC which is heavily
restricted. Remembering that kids can usually get round most protections.
You could have the media centre pc always on but the second pc would have to
dial up but only you know the log in password.

You could also block certain programs with a firewall but like I said kids
can probably get round most blocks.
 
Set up seperate accounts for your kids, if pro version you can limit their
access level, to not able to run/install programs, or increase it a bit, you
can lock down any account with a screen saver and then activate the password
protected.
