Bringing up task manager with Ctrl-Shift-Esc only works in WinLogon, not in Minlogon

Is there a clean easy way to get the Ctrl-Shift-Esc hotkey (or some
equivalent functionality) to work to run taskmgr in MinLogon?

I don't know an "easy" way. Rather making some changes in keyboard driver, or creating your own agent application to monitor
("listen") for the key combination.

On Minlogon we usually type the taskmgr in command line prompt to get it launched.
