Bring to front

I have 2 action buttons, each makes a different image appear in the same spot
on the slide. I would also each action button to bring its corresponding
image to front. Other wise, I can't switch between the two pictures. Oce
both buttons have been selected once, whichever picture is on top (front to
back wise) will stay there. The second image is appearing behind the other.
So my question is, can an action button bring an image to front?
 
You can't exactly bring it to the front. There are workaround though. That
is, you can make use of Triggers (PowerPoint 2002/XP and above) or
hyperlinking to another slide showing the bottom image on the top.

For trigger:
Create an action button(not neccessary though, you can also set the trigger
on the picture itself).
Select the picture at the bottom, then press Ctrl-C to copy the picture.
Ctrl-V to paste the picture.
Now, click Slide Show > Custom Animation.
Click Add effect > Entrance > Appear.
Right click on the appear effect and click Timing.
Click Trigger and select Start effect on click of.
Select the action button and click OK.

For hyperlinking:
Duplicate the slide with the two pictures.
Edit the duplicated slide so that the picture at the bottom is on the front
now.
Create an action button on the original slide which will link to the
duplicated slide.
You can also create another hyperlink on the duplicated slide which link
back to the original slide.
