Bring form to the front

I know this is easy but...

I have a form that opens behind other open forms. How can I bring it to the
front?
A certain report does the same thing.
 
Is that "other open form" set as a modal or a pop-up? If so, turn those
properties off. They force that form to remain on top of other forms.

By default, opening a new form or report should bring it to the front.
