Bought a new computer, and Vista Home Premium is installed on it. The
Computer manufacturer has not provided installation media. But, there is some
sort of a button that offers some sort of recovery process. Is there a way,
and if so what is it, for me to acquire installation media?

This is a question for your unnamed OEM.

So then I'm correct in saying the only option is to contact the OEM?

Yes of course they are responsible for the supply and support of the OS on
your device.
Any question relating to it should first be addressed to them.

As other posters have suggested, many manufacturer's place an image of the
software on a hidden partition on your hard drive. You can create a DVD from
this image as a recovery but you will need to check your PC's user manual
for details on how to do this. If you do not have a hidden partition with
the operating system image on, i.e., your system is not from one of the
larger PC manufacturers, then you need to contact that manufacturer for a
recovery DVD. Sadly it is a little late in the day now but, when I consider
buying a PC my first question is 'And what about the recovery procedure, is
it on the hard drive or do I get a recovery DVD?' If the answer to this
question is 'sorry no recovery media' then I simply say' sorry, no sale.'

If it's a Dell then you can call or use chat support to request media.
If it's an HP or Compaq you can create recovery disk from an included
application (check their web site for a how-to). Other OEMs, not sure,
but usually you can get something from most OEMs.

I build my own PCs but bought an HP for my son seven months ago. Never
tried to make restore disks until last night and couldn't. A call to HP
tech support indicates that I have only three months from data of purchase
to make the restore disks. After that, the utility to make the disks will
not function. Amazing. The system can be restored from a hard drive
partition but if the drive goes belly-up then I have no choice but to buy
disks.

I don't mind the lack of recovery media, because I image the hard drive
prior to first boot. That image is better than any system recovery disc the
OEM could provide. I would appreciate an OEM OS install disc, but not
enough to limit my purchases to Dell.

Depends, If your OEM is HP you have a one time opportunity to make your own
recovery discs. That is provided within their recovery partition . That
option did expire after 90 days, and perhaps still does.

Yes, the option still expires. However, the error message from the app
indicates that there is no CD or DVD burner installed so the process cannot
complete. Strange. A call to HP tech support indicated that I was beyond
90 days, that is the problem.

I have a Compaq and did not do it the first time around either, but I
seem to remember there was a way to do it manually detailed on the
screen. I did do it the second time, within the 90 days, so can't help
you as to the actual path to the command.

I've opted to use Acronis True Image and use that if I ever need to restore
my system. My system is running optimally, my apps are installed, my
personal settings are in order. A restore using Acronis is better in the
long run so I can pick up right where I've left off.

BTW, I didn't thoroughly read through all of the documentation that came
with my HP system but I didn't see anything that noted I had only 90 days to
create the restore disks.
