What is the rule of thumb with new 3.2Ghz hardware for GC hardware
sizing? Is it worth going with 2 CPUs now that they are 3.2Ghz? 2GB
of RAM? In this particular office we have a 1100 machines. There is
another GC the same office that is a PIII with 256MB of RAM.

No one can really say -- it is much more about "how large
is your forest" (being a GC is forest wide job), or whether
you use applications like Exchange which make (a bit) heavier
use of the GC.

Usually "No". Being a GC or DC is not usually a very
intensive task IF that is all it does AND IF the domain/forest
is of reasonable/common size.
2GB of RAM?

Probably the CPU and RAM could be given to a more
deserving server in many cases.

1100 machines is pretty small by AD standards. Such a
relatively 'obsolete' hardware platform is USUALLY just
find for a DC/GC.

Your BEST estimate for the new machine is how does this
older GC/DC perform?

If it performs well, then you can buy cheap or use "hand me downs"
for your other DCs and save the modern hardware for the intensive
tasks.
