Bouncing Spam back to the sender

Does anyone know of a tool that will work with Outlook that will bounce
spam back to the original sender? I know how to read headers and can find
the original IP addy, but would like to 'return to sender.'

Any such tool will likely cause you to get more spam.

There's no way to bounce spam back to the original sender because spammers
don't use their own address for sending.
