Border on mirrored pages don't take into account gutters

I have a multipage document. I have it setup for mirrored margins and a
gutter. I would like to have a border around each page. However, the
border does not respect the gutter and inside margins. As a result the
border goes right through where the spiral bounding perforations are made.
I've looked around and tried a few things but I haven't found a way to have
the border print inboard of the gutters. Border just prints about a
boundary line 1/2 inch in from each side.

Is there a way to have the boundary line behave inside a mirrored set of
pages. I'm running on Word 2002

If the border is set "From edge of page," then it will not respect margins.
If you set it "From text," it will be equidistant from the margins.
