Is there a version of BootVis that could speed up a machine running Win 98 ?

no, Bootvis doesnt even speed up Windows XP boot times.

Please note that Bootvis.exe is not a tool that will improve boot/resume
performance for end users. Contrary to some published reports, Bootvis.exe
cannot reduce or alter a system's boot or resume performance. The boot
optimization routines invoked by Bootvis.exe are built into Windows XP.
These routines run automatically at pre-determined times as part of the
normal operation of the operating system.

Again, rubbish. It does improve boot performance though not overall
performance. Used it many times on many XP machines that needed their boot
performance fixed and noted marked boot improvements on the lot.
 
To be quite honest, I too noticed improved boot up time after using BootVis.
After installing a whole bunch of Microsoft updates (hotFIXES ?????? as they
would call them), my system booted like a snail (on one occasion I sat there
looking at the Win XP splash screen for over 5 minutes, once again, thanks a
bunch , Microsoft) and I got the BSOD twice.
After runnng BootVis acouple of times at least my system boots up
practically normal now.
