Bootup to drive C:

install it on drive C??
Make C the 1st boot device in BIOS?
Make C the master not the slave on its IDE cable?
Make sure C has power
Make sure C is bootable
I could go on and on but we dont know what drive you have XP on or what your
specific problem is.

If your version is currently installed to another drive letter the only sure
way of getting it to run on C is to install it to your C drive. This will
mean a fresh install. You must set the first partition on your drive as
active if you have more than one partition. You should also disconnect your
second drive if you have one installed and reconnect it after you've
installed XP to the Primary Master.
 
And if you're trying to boot to the C:\> prompt, forget it. There is no DOS
under WinXP
