Boots without showing desktop

System will boot to desktop color screen but no icons are
displayed...I must use c/a/d and launch
C:\WINNT\explorer.exe from the windows task manager;
desktop appears and the system works well. Have tried to
add the above to the start-up folder with no luck. Any
sugeestions short of reinstalling the o/s?
