Booting XP

A user pc was locked on an application. After the pc was re-booted I get a
Presss DEL to Resume. Once I hit the Delete key, it goes on a continuos loop
bringing me back to hit the Delete key again. Any way I can get to a c:
Prompt to disable or rename that application. It will not allow me to go
into safe mode or Last Good Known startup. Thanks in advance

If the application added a service to startup and if Recovery Console is an
option available with the system's install media, the following article

PS: You may want to look into this a little more. Normally a stop during
POST means that something is mis-configured at a system level.
